Manchester vs Berkeley, NJ: Which Fits Your Budget?

Local Knowledge. Shore Results. Updated October 2026

Direct answer: Manchester and Berkeley are Ocean County townships, and both have some of the largest concentrations of age-restricted housing at the Jersey Shore. They're priced far apart. Manchester's median active listing runs $199,950. Berkeley's runs $369,000. Manchester is an inland Pinelands township with no bay frontage and no Parkway exit, and lower-priced units in its age-restricted communities, including land-lease co-ops in parts of Crestwood Village, pull its median down. Berkeley sits on Barnegat Bay, with two Parkway exits in town and lagoon neighborhoods with private docks.

Pricing pulled from active MLS residential and condo listings, October 2026. Manchester: 452 listings, made up of 424 with Manchester or Whiting addresses plus 28 with Toms River addresses in the Pine Lake Park section. Berkeley: 289 listings, made up of 72 with Bayville or Berkeley addresses plus 217 with Toms River addresses in Holiday City, Silver Ridge Park and Holiday Heights. The Toms River mailing address also covers Toms River Township, so Toms River listings outside those named sections are left out. Listings with Lakehurst addresses are left out too, since that mailing city also covers the separate borough of Lakehurst. The Actual Tradeoff

Start with one question: how close to the water do you need to be?

If the answer is "a drive away is fine," Manchester is the budget pick. A big share of its listings are in Whiting's age-restricted communities. Some Crestwood Village sections are land-lease cooperatives, and several Crestwood listings in October 2026 were priced under $100,000. Outside the age-restricted communities, Pine Lake Park on the township's eastern edge has detached homes around Pine Lake, mostly on lots of 100 by 100 feet or smaller. The bigger homes and larger lots are in the Roosevelt City section of Whiting. Route 70 handles most of the shopping, and you'll drive into Toms River, Berkeley or Lacey to get on the Parkway.

If you want the bay close, Berkeley costs more and gets you there. Glen Cove and Berkeley Shores put a dock behind the house with canal access to Barnegat Bay, and Island Beach State Park is about 20 minutes away. Budget for flood insurance and bulkhead upkeep on any lagoon home. Holiday City-Silver Ridge Park lets you choose among separate 55+ developments without leaving town, and active listings there in October 2026 ran from $194,900 to $495,000. Parkway Exits 77 and 80 are both in town, and Route 9 is the everyday shopping corridor.

The tax bills land close. Manchester's rate runs a little higher, but its average bill is about $115 lower because the average home there is valued a little lower. One thing to check in Manchester: land-lease co-ops carry a monthly community fee in place of a separate property tax bill, so compare the full monthly cost before you decide.
